Nota Biográfica

Professor Auxiliar na Academia Militar – Instituto Universitário Militar, foi até 2023 Professor Auxiliar na Faculdade de Direito da Universidade do Porto, onde concluiu o doutoramento em Ciências Jurídico-Económicas, em 2016.

Mestre em Direito, pela Faculdade de Direito da Universidade de Coimbra. É também docente do MBA Executivo da Oporto Business School, desde 2012 e do mestrado em tax da escola de Lisboa da Faculdade de Direito da Universidade Católica Portuguesa. É orador convidado e autor de diversos livros e artigos sobre as suas áreas de especialidade.

Foi membro da Comissão para a Reforma do Imposto sobre as Pessoas Singulares (IRS) e Árbitro Tributário do CAAD – Centro de Arbitragem Administrativa, em 2014. Foi deputado ao Parlamento Europeu, na VII Legislatura de 2009 a 2014, Membro efetivo da Comissão para os Assuntos Económicos e Monetários e da Comissão Especial para a Crise Financeira, Económica e Social. Foi deputado à Assembleia da República na IX Legislatura entre 2002 e 2005, tendo exercido a função de coordenador na Comissão de Orçamento e Finanças, e na X Legislatura de 2005 a 2009, tendo exercido a função de coordenador na Comissão de Orçamento e Finanças e, entre 2007 e 2009, Presidente do Grupo Parlamentar do CDS-PP.
