He has been President of the Constitutional Court since February 2021.
He graduated in law from the Faculty of Law of the University of Lisbon in 1973 – school where he completed his master’s degree (1986) and his doctorate (1994), and he is a full professor at the NOVA School of Law. Here he has taught Administrative Law, Science of Administration, Science of Legislation, Theory of Legal Norm, Comparative Public Law and other subjects. He was director of NOVA School of Law between 2003 and 2009 and was, until the beginning of his functions in the Constitutional Court, president of the respective Scientific Council. He was a member of the General Council of Universidade Nova de Lisboa between 2009 and 2013.
He was a member of the Superior Council of Administrative and Fiscal Courts for five years and is a member of the General Council of the Center for Judicial Studies. He has participated in several legislative reforms: drafting of the Administrative Procedure Code, reform of administrative litigation, reorganization of tax administration, namely. He is the author of more than a hundred writings, among which “Os direitos fundamentais dos trabalhadores e a Constituição”, “A administração periférica do Estado. Estudo de Ciência da Administração”, “Introdução ao Direito Administrativo” (eleven editions), “Introdução à Ciência da Administração Pública”, “Direito e outras coisas” and “O Estado gordo”
