At a time when the European Union is providing substantial funding in response to the pandemic, as set out in the Multiannual Financial Framework for 2021–2027 and the Recovery and Resilience Facility, managing European funds presents the dual challenge of ensuring effective implementation and robust control and risk prevention mechanisms.

Fraudulent practices result in significant financial losses and hinder economic growth and recovery. They also undermine citizens’ trust in public institutions and the legitimacy of European policies, as well as the concept of European added value.

Promoting a culture of integrity, transparency, efficiency and accountability is therefore essential, as is equipping professionals with practical, up-to-date skills to prevent, detect and mitigate fraud risks in the management of European funds. An effective anti-fraud approach must therefore reconcile compliance with robust and effective controls, while also simplifying processes to strengthen institutional trust and the impact of European funds.

Aim of the course

To train professionals from the public and private sectors involved in the management, implementation, control and audit of European funds to identify, prevent and mitigate fraud risks through a practical and applied approach that contributes to the consolidation of an institutional culture based on integrity, transparency, efficiency and accountability in the implementation of European Union funds.

Throughout the programme, participants will:

  • Understand the legal and institutional framework of European funds and the legal responsibilities of the entities involved, and reflect on the role of regulatory architecture in promoting robust public integrity systems.
  • Distinguish between key concepts such as fraud, error, irregularity, corruption, conflict of interest and double funding.
  • Apply risk identification, assessment and classification methodologies, using tools such as risk matrices, red flags and traceability and verifiability criteria;
  • Analyse and evaluate prevention and control measures, including anti-fraud plans, due diligence, and on-site audits and verifications;
  • Develop skills for early detection of fraud through the analysis of practical cases and exercises applied in the national and European context;
  • Promote critical reflection on existing control models, encouraging solutions that combine simplification and robustness in order to strengthen the institutional capacity of implementing bodies, ensure efficient, transparent and accountable management of European funds and guarantee adequate and effective protection of the Union’s financial interests.

  • Managers and technicians from public and private beneficiary entities;
  • Independent auditors working in the field of European funds or with an interest in the subject;
  • University professors, researchers and students.

  • Participatory presentations: given by experts in the field.
  • Group discussions: to promote the exchange of experiences and approaches among participants.
  • Simulations and case studies: to allow participants to put what they have learned into practice in controlled scenarios.
