Pedro Siza Vieira is currently a partner at PLMJ where he co-leads the Banking and Finance practice. He was previously a partner at MLGTS and a partner at Linklaters LLP, and has served as Managing Partner of its Lisbon office between 2006 and 2016.
Pedro has extensive experience in banking and project finance, and has advised on the energy and infrastructure sectors in different jurisdictions throughout his career. He has assisted in the financing of more than 1GW of renewables projects, using wind, solar and biomass energy, in different countries and under different regulatory regimes. He has advised sponsors and lenders on different road, rail and ports projects in Portugal and Mozambique. He has also advised developers and investors on the financing of significant real estate assets. Pedro has extensive experience on leveraged acquisitions financing and mainstream banking. He has advised on several credit restructurings and corporate reorganizations and on corporate insolvencies, advising creditors and investors.
He acted for more than 20 years as an attorney and arbitrator in various domestic and international arbitration proceedings and was included in the lists of arbitrators of various institutions, including the ICC, the Commercial Arbitration Center of the Portuguese Chamber of Commerce and Industry, the Commercial Arbitration Institute of the Porto Commercial Association, the Mediation and Arbitration Center of Portuguese Chamber of Commerce in Brazil and the CREL (Extrajudicial Dispute Resolution Center of the Ministry of Justice and Human Rights of Angola).
He was recognized as a leading practitioner in Banking, Project Finance, Restructuring and Insolvency and Arbitration by Directories such as Chambers Global and Legal 500.
Pedro taught law in the University of Lisbon and the Catholic University of Lisbon. He is currently a visiting professor in financial law at the NOVA School of Law, in Lisbon. He has written and had speaking engagements in different legal matters such as public procurement, administrative law, arbitration, banking, project finance and insolvency.
He was a member of the High Court of Administrative and Tax Courts, of the Court of Arbitration of the International Chamber of Commerce (ICC) in Portugal and a member of the task force created by the Portuguese Government to make proposals on the framework for the capitalization and financing of companies. He was also a director of the Association of Law Firms in Portugal, of Ad Urbem – Association for the Development of Urban and Planning Law, and chairman of the Portuguese Arbitration Association.
He was a member of the Portuguese Cabinet between 2017 e 2022, having served as deputy Prime Minister in its capacity of Minister of State, for the Economy and for the Digital Transition.
