Electric mobility plays an essential role in achieving the European goal of carbon neutrality by 2050. This role has been further strengthened with the European Commission’s presentation of the Fit for 55 package, which sees electric mobility as a central pillar for decarbonizing the economy. In Europe and Portugal, the number of electric vehicles and charging infrastructure is growing. The recent approval of the Alternative Fuels Infrastructure Regulation (AFIR) in 2023 introduced new requirements for the expansion of charging infrastructure across the European Union, further boosting this growth. At the same time, a growing number of operators – both national and international – have entered the electric mobility market, operating charging points and other mobility-related services.
In addition, municipalities are adapting to this reality, drawing up local regulations that encourage the installation of charging stations, with the autonomous regions also outlining ambitious plans to promote electric mobility. With the revision of the Renewable Energy Directive (RED III) and the Energy Performance of Buildings Directive (EPBD) in 2023, new parameters have been set for the use of clean energies and the integration of electric vehicle charging infrastructure in buildings, which demonstrates the European Union’s commitment to accelerating the transition to a low-carbon economy.
On the legal front, Portugal has had a specific legal framework for electric mobility since 2010, which was thoroughly reformed in 2014, complemented by various regulations. The government announced that this legal and regulatory framework would soon be revised. The approval of AFIR and revisions to European directives have imposed new obligations and opportunities for operators in the sector, resulting in a more dynamic regulatory landscape. The sector, being heavily regulated, brings together various areas of law and raises highly relevant practical and theoretical issues.
With the first edition of this course, which had a record number of participants, it was possible to fill the training gap in this area. This pioneering and unique course has been largely successful, with the results of the previous editions justifying the launch of this fourth edition, which aims to bring professionals in the sector up to date with the latest legislative and regulatory changes at European level.

Aims of the course
To provide a complete overview of the legal framework for electric mobility in Portugal and the legal challenges associated with this sector.
Through this course, participants will gain an in-depth overview of the applicable European and national legal framework, the various regulated activities and their relationship, the challenges posed by public charging and domestic charging, issues relating to the occupation of public space and urban planning challenges, the institutional framework of the sector and its tariff regime, major taxation issues and the role of public policies, incentive schemes and regulation in the growth of the charging network. The course also aims to provide tools for participants to overcome the legal challenges and implications posed by the legislation and regulation of electric mobility.
The course will be enriched by the practical perspective of those who work in this area. The creation of an environment of constructive discussion and interactions between participants and experts and professionals from the sector is crucial to the objective pursued with this course.
Finally, by taking part in the course, participants will become part of a network of professionals and will be able to share experiences with each other and with the organisers on issues that cut across the entire sector.
